layout question - how to get two tables to "span" the top table

I have a report that shows a matrix along the top with two tables below it containing some "details". The matrix has 4 columns and goes the width of the page. The second table below the matrix doesn't begin until the "end" of the matrix above it. The 2 below tables are side by side (see screenshot).
Can the two bottom tables fit underneath the top matrix? I'm sure I'm missing some easy setting of some type.

Put the two bottom tables inside a rectangle.
