If I go to the Unread Posts Page I get a long list of unread posts. However, none of them are in bold font, and none of them have the "Go to last unread message" icon at the end of the title.
If I go to the Latest Posts Page I get the latest list of posts. However, none of them are in bold font, and none of them have the "Go to last unread message" icon at the end of the title.
This appears to have changed after I clicked on the "Mark all as read" button at the bottom of the forums home page.
How do I get the bold unread posts and the "Go to last unread message" icon back?

I don't think we have a way to get this back after you've marked all as read. I don't think the software tracks the previous state of posts by user.
If I go to unread, I see bold threads.

My expectation is that all threads are marked as read. However, all new threads/replies that come in after the button is clicked, should be bold again.
I suspect that it has something to do with cookies. The issue is manifested on my work PC.
I have not marked all as read on my home PC, and it has the bold threads for unread

There may be some cookies, but I think some of this is handled by your account. My work across multiple machines seems to show marks on one machine are carried to the other.

I hit the "Clear Cookies" button at the bottom of the Main Forum Page.
This has marked ALL posts as unread, and restored the functionality.
