Not able to connect to sql from mgment studio and using sqlcmd.
Also attached error from mgment studio
Getting below error using sqlcmd

TCP Provider: Timeout error [258].
Sqlcmd: Error: Microsoft SQL Native Client : Unable to complete login process du
e to delay in login response.
Sqlcmd: Error: Microsoft SQL Native Client : Login timeout expired.
CPU usage is 95 % and it is used by SQL server.
What should I do as not able connect using DAC as well.
