This is not meant to be a criticism as I don't know when the article was written, but at least with the latest CTP, you can connect to SQL Azure using Windows XP as well. I have connected using SSMS and the Sync Framework. Azure is definitely more interesting and usable than I had thought it would be. The tools aren't there yet, but they are coming.
