• I think the problem IT departments have is lack of control. If these little applications are developed beyond their control, IT are left holding the can when the developer leaves. If they know a) that something is being developed, b) what it is supposed to do, c) where it resides, d) what the dependencies are and e ) who the users are then they might have a chance of fitting it into their overall strategy. If these things are done then these little ad-hoc applications are quite good for capturing requirements, demonstrating functionality and keeping the business going.
