Why would you not want to use the built-in mailing capabilities of SQL Server? You have not posted this in an appropriate forum so I don't know what version of SQL Server you are using either.
If you don't want to use SQL Mail you would have to write a custom process that monitors msdb.dbo.sysjobhistory.
