It seems that developers decided to make a few "shortcuts that will not affect anything previously done", and that project managers decided not to spend time on "something that was already tested before". Now everyone is pointing their fingera at QA people, as if they could know every single thing someone does at such a giant corporation.

Quality begins at early stages, it needs to be built into the product.
