    You said you tried everything including checking the policies and making sure the registry for DisableMSIPolicy was set to 0.
    However, in your first post you did say you got things to work by removing the server from the domain. So it appears there is some type of domain policy, setting somewhere that prevents running the installations. No idea what it is as I've seen this issue several times with posters always saying all policies are correct or are the same as other servers where the installation succeeded, etc. And things install when the server is removed from the domain or the whole thing is uninstalled and reinstalled.
    The only other thing I can think of that could interfere would be possibly related to profiles. So maybe try creating a new account on the server and add it to the administrators group and see if things work. I still think it has something to do with Software Restriction Policies though.
