It appears the problem still exists today with SQL Server 2014.  When you install SQL Server, you need to check both the boxes under Management Tools.  One is called "Basic." I can't remember what the second option is for, but if you just select the basic option, you'll get SSMS Express!
Hopefully this will help some folks out there struggling with this.
