• For what you want to do you're looking at Virtual Machines. SQL Database is just a relational data store, a platform as a service. You need actual infrastructure. You'll also want to look into setting up a virtual network for what you need. Here's a tutorial that is pretty good on how to do that. You don't have to set up the availability group. Just stop after you get the network configured.
