    Try placing the nonclustered index keys the other way around:

    CREATE NONCLUSTERED INDEX [IX_BRFCLSeaWeekHis_QuoteType] ON [dbo].[BRFCLSeaWeekHis]

    (

    Year, [QuoteType] ASC

    )

    INCLUDE (

    [CurrencyCode],

    [RateTotal],

    [SeaTotal],

    [Total])
