    Then that's most probably the issue. SSRS takes up memory for rendering reports aside from the sql server that takes the query.

    Have a look at this article about configuring SSRS memory.

    Without any more specifics I think your issue is with the difference between the servers. Why are users running reports on a dev server anyway?
