I think you could use this for the same. It is a bit simpler but should accomplish the same thing.
DELETE TableA
FROM TableA a
WHERE a.ConsumerID IN
(
SELECT ConsumerID
FROM TableB
group by ConsumerID
HAVING MIN(DeleteFlag) = 1
)
