What you can do is to create your own report template.

Create a blank new report and set up all your defaults, language etc then save a copy in (if your are using Visual Studio 2010).

"<program files>\Microsoft Visual Studio 10.0\Common7\IDE\PrivateAssemblies\ProjectItems\ReportProject\"

The path should be similar for you. Then when you add a new Item in a report project this template will be listed and can be used.
