Nice function, but you may want to change this one line for proper US English...

Set @STAIL= 'AND CENTS ' +LTRIM(@STAIL)

change to:

Set @STAIL= 'AND ' +LTRIM(@STAIL) +' CENTS'

This is the way one would write a paper check.
