Has anyone ever needed to make a chart (especially a line graph) in SQL Server Reporting Services user-friendly for color blind users? I've been brainstorming of various ways, but haven't come up with a solution yet.

I don't think you have much options especially for "line graphs".
Your best bet would be playing with shades of black, but in lines, it will still be very hard to differentiate (even using very bold lines).
Would be better if you could make lines of different styles:

I have gone for the following strategy
1) Select a standard palette that does not mix reds with greens (If I needed to custom the colours myself *- The same don't show reds on the same chart as greens)
2) Label the lines / bars in such a manner that the legend is included in any tooltip
* - I only custom the colours myself if I will have several charts / graphs visible at the same time and I want to guarantee that the same colour is shown consistently across charts . I work in Health and I produce charts by team that show Attended / Did Not Attend / Provider Cancel / Client Cancel on the same report. In smaller teams there may not be any DNA's in the period that I am reporting for example , so I need to associate a color for attend, one for DNA, one for Client Cancel and one for Provider cancel

Is not as simple as that. There are many different types of vision deficiencies. You may need to not to mix yellow and blue, green and purple and many others...
Line labels would be definitely good idea (even for non-colour blind...)

Yes, I am aware that there are many conditions of which forms of red / green are the most common. I have tried to provide something that provides something that looks really professional to most people and usable for all.
The original thought-process on dotted and dashed and continuous lines is excellent though and I would be interested if this got implemented

You can do it in SSRS.
Create a chart and select your series. Right-click series and select Series Properties.
Select Border. You can use function for setting different line styles.
