    DECLARE @listStr VARCHAR(MAX)

    SELECT @listStr = COALESCE(@listStr+',' ,'') + Name

    FROM Production.Product

    SELECT @listStr

    How does that solve the problem the OP posted? It looks like it would put everything on a single row instead of by country and state.
