"Tuning" people and organizations is easy. You just have to know what you're doing. Most don't. A few are the equivalent of "he's good with computers, let's make him the DBA", and more are, "We need a DBA, whatever that is, and decided it was you". Just metaphore out "DBA" and plug in "expert on human dynamics and operations". Such are rare people.

But if you study the subject, it's really easy. People like to be part of effective groups. People like to like each other. (I should say "most people" in both of those cases. The biggest contributor to the failure of human endeavors is the 2.5% of the population that actively works towards making others fail.) It's easy to get most people to get along, communicate well, and accomplish things. You just have to know what you're doing.

Like anything else we humans do, it takes study and learning and practice, to be good at.
