why "header should remain visible while scrolling" in SSRS not work?

    I have selected "header should remain visible while scrolling" under Column Headers or Row Headers ? But it not worked when I scrolling the report, my report type is tabular(not maxtrix) and the datasources have 105 rows data.

    Please help me ,thanks!
