Multi-Column Layout Question

  • I have built a report using a multi column layout which is being used to create shipping labels.  I have set the report up to insert a page break between each instance of the top level grouping (in this case, workorderID), but when a work order has a small enough number of items on it to only populate one column of the report , the next work order appears in the second column on the page.  The labels are 10 to a sheet, so any time I have an order with less than 5 items, it puts two work orders onto the same sheet. Does anyone have any suggestions how I can avoid having this occur?  
    I was thinking that I might be able to place something in the query to create dummy records until it was divisible by 5 , but that seems like a non-ideal method.
