Is there any harm by using windows compression on the directory where the data files or log files are

Not for data, that should be OK.
I'd say do not compress log files using Windows or anything external to SQL Server.

I would not put data and log on compressed folder, you wouldn't be able to install SQL binaries on compressed folder. If you ever run in perf issues will be very hard to pin point if compression at drive level is causing issue. Btw why do you want to put it on a compressed folder?
