I have transacation and Merge replication and need to Install service pack.
what's the step to install sp, So I need to stop replication?
Do I first install on Publisher first or subsricber first.

I suggest you install it in non-prod first to check underlying issues and build confidence:-)
I generally install service pack in one of subscribers first, and install it in others after confirming the upgraded one works well. My thought is very simple. Generally, we have one publisher and several subscribers. Even if something terrible happens to this subscriber, we can just take it out of the pool. Business is still online. And we can get it back very soon.
