SSIS Pipeline performance Counter missing

  In Perfmon, SQLServer:SSIS Pipeline 11.0 performance counter is missing.  This server has sql 2012 with sp3 installed.  We have tried to unlodctr and got "Unable to open driver status 2" error message.  Lodctr says this is already installed.  Please let me know is there any way to bring this counter back.

  Did you run this from an elevated command prompt? I saw this behavior recently with counters.

  I also ran the Winmgmt reset from this blog.
