Moved SSRS from 2008R2 Standard to 2014 Standard and get error about Scale Out Deployment

  I have an SSRS 2008 R2 Standard, native mode deployement.  Because it is Standard I did not even look at the scale out deployment page on Config Manager because I knew that was an Enterprise only feature.  After migrating the databases to a new SQL Server 2014 instance and restoring the encryption key from old SSRS, the Report Manager says, " The feature:Scale-Out deployment is not supported in this edition of Reporting Services."  If I use the SSRS config manager to remove the server from the scale out deployment then SSRS doesn't initialize.  How do I resolve this?

  I just needed to delete the entry from ReportServer.dbo.Keys that was related to the old SSRS instance.
