SSRS display issues on Report Manager

  I have a report that includes indicators (the kind that is in a gauge panel and looks like round traffic light color disc) whose column will hide or display based on an input quarter value. The report has been working perfectly in development (Visual Studio) but no discs display when run from Report Manager on the server. Also, some of the other hidden items I have on the report are displaying. Has anyone else had any issues with visibility properties not working when deployed to Report Manager?

  I googled and I found a suggestion to try running the report in Report Builder to see if it works. It actually made the non-indicator visibility problems go away but still no indicators.

  I can include more detail later but I thought if I posted a general question to start with I could at least if someone has any experience and advice about what might be wrong.

  I'm attaching screenshots of what I see in Visual Studio (this is what I want) vs. Report Manager (misaligned and indicators absent) vs. Report Builder (aligned properly but no indicators).

  I believe all problems based on visibility settings?

  Visual Studio 2013 and SQL Server 2014. Attached file named "3.png" shows Visual Studio and desired report behavior/display.
