Hello from germany!
I have a problem with copying a SSIS in MSDB out to as a file stored as a single DTSX.
I get a error message:
the package xxx can not be saved to the file system since it protection level is server storage.
use the encrypt action to change it...
Secondary information:
i am doing the job as a new DBadmin in a company, which older DBadmin left it.
Now i began to documentate all the stuff so the SSIS packages.
Question:
what can i do?

When exporting from within SSMS, have you tried to change the protection level to Do Not Store Sensitive Data?

i did it with dtutil , when the message came.
can i do that also?

Unsure, not used the dtutil to export packages, always do it via SSMS as I find it easier.
There might be a switch to do it, I would check the MSDN DTUTIL page.

i did not have a lot of experience of using SSMS in creating DTSX packages stored in the server. so my silliy question is how to open
a stored dtsx-package via SSMS?
