In SSMS, when I highlight a maintenance plan that I successfully created, right click, and then select Modify, nothing happens. I was under the impression that a window would open for me to then review the plan and modify, as needed.
The problem is the same on two systems I've set up: one running SQL Server 2008, tho other 2008 R2.

Yes, it should.
Are you doing this from Mgt Studio on your PC, or on the physical Server? Which ever one you are trying to do this on go to the opposite and try it there. Can you try this on any other PC/Server running Mgt Studio 2008?

The two systems are in different locations. I could, though, set up SSMS on my desktop here in my office to test this. As I recall, the installation of SSMS is part of the SQL Server installation (or is that incorrect?). If true, is there a way to install just SSMS? Or is there a separate download available for it?

You run the same installer but only choose the Management Tools when prompted for which components to install. No database engine, no Integration Services etc. etc.
If you don't have the install media handy, I believe you can use the evaluation installer from MS. If you're only installing SSMS, I don't believe the evaluation period applies. Someone may want to correct me if I'm wrong about this part.

If you are in one location and attempting to open a Maint plan at a different location it might be slow based on your connection speed between the two locations.
As far as the tools... It all depends on if whomever installed SQL Server if they installed the Management tools on the server.
As far as installing Management Studio on your PC yes you can. You would simply used the same DVD/CD install for SQL Server and only pick the Management Tools when it comes time to pick what you want to install.

It appears the problem still exists today with SQL Server 2014. When you install SQL Server, you need to check both the boxes under Management Tools. One is called "Basic." I can't remember what the second option is for, but if you just select the basic option, you'll get SSMS Express!
Hopefully this will help some folks out there struggling with this.
