Configuration service database design pattern

In many cases, we are required to store configuration values for an application, application functionalities or user-specific parameters. Normally application-level parameters are stored in the configuration files. However, if the parameters values are driving domain or business logic inside of the database call, then making an external call to the application config file may not be the best choice
