Can you explain the benefit of this approach in comparison to using: ALTER INDEX REORGANIZE - which can be done online to a partitioned index?

Reorganize is online , but sometime is necessary to rebuild an index, and rebuilding a given partition of a given index cannot be done online.
You could always rebuild online partition=all, but why rebuild all ?
