when I connect to http://localhost/Reports in the upper right all that is shown is:

Home | My Subscriptions | Help

other than this im unable to see any think

Does anyone know how I can get Site Settings to be displayed?
please help

In order to access the site settings you need to have certain rights. By default I think you need to have admin rights on the machine, although this could be changed. Alternatively you could connect with SSMS and change the settings that way as well.
