When the passwords are encrypted on the server, you cannot use the restart options or even use the SQL Server Management console to start the services. Stopping the services will work; however, when you attempt to start them again, it will end up with an invalid credentials message.
Do you know of any command line statement you can type that will start a service and let you provide a username/password pair to have the service run under?
