SSRS Column headers in Excel not repeating

  I've got a 2008 report that i've promoted to VS 2015 and I'm having issues getting the headers to repeat when I print out the documents. There are multiple row and column groups and yeah, I checked in 2008 - none of the solutions work there either.

  I've tried setting all of the static row group members to KeepWithGroup = After and RepeatOnNewPage = True, and have tried to play around with the XML as suggested here : https://social.msdn.microsoft.com/Forums/sqlserver/en-US/ee29da49-5c8c-47f3-a905-c730dcbe9780/tablix-headers-not-repeating-in-ssrs-2008?forum=sqlreportingservices to no avail.

  I would think that I should play around with the static members of the column groups, but everytime I do it barks back that both values have to either be true or none.

  I seem to remember something about dropping the Tablix into a list box and doing some of the paging there, but I don't remember.

  Ideas?
