    Heh... every time I hear about that, I think back to an old "Outer Limits" episode (episode #89, to be specific) called "To Serve Man". Some aliens helped us put up all sorts of impenetrable fences between countries to "prevent war". It also turned out to prevent world security and penned each country in like beef stock on a cattle farm. The book "To Serve Man" turned out to be the title of a cookbook.
