I'm looking to purchase a Microsoft second shot voucher for my MCSE in BI however I note that the voucher has to be bought by 31st May 2014, and that both exams from the BI stream need to be sat before the end of December 2014. Is it likely that Microsoft will announce a new Second Shot voucher scheme from June 2014 that will give me more study time to sit the exams into 2015? At present sitting both BI exams by the end of this year doesn't fit into my study plans however I'd like to purchase a Second Shot voucher for next year.

After the previous Second Shot promotion ended, about six months passed before they started it again. Microsoft may do another, but there's no guarantee.
My recomendatation would be to buy a second shot voucher and schedule the first attempt for no later than 6 weeks before the voucher expires. Sure, you may not pass the first attempt, but you will walk out with a much better idea of where you should focus your study. The first attempt at a Second Shot is the best legal way to prepare (for the second attempt) short of several years at a job that just happened to require frequent use of all features asked about in the exam.
