If you just want to create a blank file, you are right, there is no way to do this. However, the File System Task can create a new file using copy/move and a dynamically named target by using a variable for the target name. You can also create a new file as a destination in a data flow task, again by using dynamic / variable sourced file paths and names.

Just making a simple package to test parent child relationships and real world package deployment. I replaced it with create directory instead.
I wonder why there is no create file.
