MS cluster pre-setup question

    For any MS cluster setup Active /Passive do I need Windows Server Failover Clustering (WSFC) set up also .

    Any other recommendation for setting MS cluster on VMs .

    I explored a tool from provided by http://dh2i.com/ . This tool faclitate settign up MSCS without WFCS.
