http://www.sqlservercentral.com/articles/trace+flags/70131/ This Trace flag is specifically for 64bit 2005/2008 non Enterprise and Developer edition ... Is this OS dependent? meaning 2000, 2003, 2008, 2012? Server 64bit versions?

Not dependant on the OS as such - however keep in mind that the max memory that can be used on Windows Server 2003 is 512 GB; and on Windows Server 2003 Service Pack 1, the limitation is 1 terabyte. When Windows supports additional memory, SQL Server can use more of the memory (up to max memory allocated to SQL Server).
