I wanna confirm that some user are manually executing below query on each databases one by one
This may be the right approach...

[EXEC sp_MSforeachtable @command1="print '?' DBCC DBREINDEX ('?', ' ', 80)"]

Now my question is instead of using the above query...how about using a Maintenance plan for Rebuilt Index?
