which SQL SERVER r u using ? becoz
In SQL Server 2008 Reporting Services (SSRS), only the Report Server service account requires database access; in SQL Server 2005 Reporting Services (SSRS) SP2, both the Report Server Windows service account and the Report Server Web service account require database access.
Also ensure that server is running !!

You need to ensure that you have set the correct permissions to the folders and reports for the users you want to grant access to.
SSRS is an explicit security system where you have to tell it who to give access to.
What security access have you granted to your SSRS web site?
