In Windows 2008 64bit server, even after installing Backward comp components, I could not open DTS in SQL 2008.
I have tried most of the options specified in msdn and other links which mentions copying some dll's. Nothing is working. Unless there should be some way to overcome this, Microsoft would not have provided DTS support in sql 2008. Any idea to resolve this?

While DTS 2000 is technically supported in SQL2008 its only available on the x86 (32bit) version.
See
http://msdn.microsoft.com/en-us/library/bb500440(v=sql.105).aspx
Especially
There is no 64-bit design-time or run-time support for DTS packages. On a 64-bit computer, DTS packages, and Integration Services packages that run DTS packages, can run only in 32-bit mode. For more information, see How to: Install Support for Data Transformation Services Packages
Are you running DTS on a 2008 box or just want to view the pacakges that are on a 2000 box, if its the latter then you ight be better installing a VM with SQL 2000 management tools and viewing them that way.
