Not enough storage is available to process this command"  that I was getting did not have anything to do with memory or storage.  It was a permissions issue.  After creating a SOAP Endpoint the Server Administrator needs to "GRANT CONNECT ON ENDPOINT: ".  Then the WSDL request from InfoPath will connect.
