SQL server is actually pretty good at putting useful messaging in there. All that step 9 does is delete/insert around 2000 records. it usually takes under a minute to finish. And job failure is intermittent for eg : Sunday it fails and Monday to Saturday it runs fine then Sunday and Monday fails again. I don't see any blocks on the database when it is hung.
