Absolutely it counts. I interview the company as much as they interview me. The more talented the candidate, the more important it is for the interviewer to do a good job as well.

Well, I do #2 to build a bond. I think there's more to the interview than technical knowledge. But cap it, don't do it too much, or you're wasting time. This goes both ways.
#3, I sweat at times. nothing I can do. If I worry about it because of the heat, carry a handkerchief and wipe your forehead. People will understand this a little if you're nervous.

Small talk in moderation can be good. If it helps to build a bond all the better. I was once interviewed by someone who used to play football (soccer dude) with his wirk mates on the pitch next to the one I was playing on. As soon as he realised the interview became a lot more relaxed for both of us.
I found it odd all of the ten points were donts which I though counted as a bit of a #6 Road block.
One of the things I have started to do is get the names and postions of the interviewers as I can then try and find out as much info as possible.

I didn't read the article as forbidding small talk. I read it as saying "Don't blabber about nothing in particular." Some small talk is inevitable and the interviewee should utilize it wisely as opposed to just filling the air.
Of course, the crack about "perfect weather for a job interview" wouldn't even get a courtesy chuckle out of me as it just sounds odd rather than an attempt at a joke.
