Is there a way to set up a subscription so that it does not email the
blank report if there was no data resulting from the query?

I encountered the same problem and could not find a solution within reporting services 2000. I did manage to find a work around. I set up the subscription in Reporting Services and set the schedule so it would not run. Then in Enterprise Manager I created another job that checks for the existence of data and if there is data call sp_start_job for the Reporting Services subscription.
I know this seems sloppy, and you would think MS would have covered this scenario in the scheduler, but they didn't.
