    OK, so how do I get to this file   (RSreportserver.config) ?
    Where is this file located ?

    It depends on your install location. For example for my 2016 Dev instance: C:\Program Files\Microsoft SQL Server\MSRS13.SQL2016DEV\Reporting Services\ReportServer
