I inherited a box that has a configuration manager with the default reports database but it appears that a reports_dmb was added to the server
i dont see a way of flipping back and forth between databases to see the options for the reports_dmb database

Does reports_dmb have the same tables as ReportServer?
If not then its not a SSRS databases, its probably the source for all of the data the reports use.
Check the data sources deployed to the SSRS pages to see where they are pointing to

it appears the gentleman removed the reports directory and created a new dmb_reports directory
dmb is the current management reports that is working and i can run but i can't connect to dmb_reportserver\reports to manage it i get a 503 error
I was wanting to look at the configuration manager see if something strange

Depending what the value is in config manager depends on what your URL is.
If the URL is reports_dmb the URL would be dmb_reportserver\reports_dmb
There wouldn't be a dmb_reportserver\reports which is why you get the 503
