    Companies and government can hire aliens in the USA. However, it's harder to get a job because they will prefer citizens who know the culture.

    That and a lot of them prefer to not sponsor an H1B as a cost saving measure. For many, that cost is not an issue.

    The fun part is that Mexicans and Canadians have the option to get TN visas which are a lot less expensive (most candidates would be willing to pay it).
