Profiler should work against any edition and versions. I can profile an express instance without issue( i dont have a web edition to test with). Its just that you can only install Profiler from Enterprise, Business Intelligence, or Standard install media. If you dont have profiler installed then the web edition installation will not include profiler with the tools.
