Are both of your dimensions related to the fact in your Dimension Usage tab in SSDT/BIDS? How is it not filtering? What is the expected result? What is the result you are getting?

There's nothing syntactically wrong with your calculation so my guess is that you might not have dimension-fact relationships set up properly.
